The points, in your example, 9 points for Tragic, has to do with multiple sources, this includes your post count, feedback, and even how many years you have been on the site. This number goes up by one for every 100 points of feedback your receive from others, every 1000 posts, and every year anniversary on the website. So Tragic has a join date 1 month before you, so on his anniversary he will receive one more point, and on your anniversary, you will receive one more point. He has 2,000 more posts than you, based upon the first number, so if you had 6,XXX posts, you would have two more points.
You do however have 8 points because you have more "points" received, I don't know your total, but that is why you have 4 boxes.
The boxes is just a graphical representation of the rep you have received, but doesn't take in to account your post count, or anything else, it's just based upon how much rep you have received.
These are two totally different features and both do different things. The boxes just show overall where you are compared to others, so, since you have 4 boxes and he has 3 boxes, you have more received positive rep than Tragic. Since his rep power is higher, he GIVES more positive or negative rep than you every time he gives it.
