Case in point. My mom lost her job over there a few month ago. Over there, people that are unemployed are sent to classes while they are looking for work. For the last three month she took a Microsoft Excel class, a Word class, and a couple of business/bookkeeping classes.(An IT person would be sent to IT courses, etc...) This makes them more marketable, and as a result, makes it easier to find work. The government benefits because while she was attending these classes, she was essentially listed as a student, not unemployed. If a prospective employer called her from an interview, she would miss that day of class, but attendance was otherwise required. She could also do a trial run of two weeks for a potential employer. For those two weeks, you can work someonewhere, and the employer doesn't have to pay you- you still collect welfare. If things don't work out, you part ways, and no one had to go through the trouble of hiring. She had her interview a few weeks ago, did a one week trial, to start work. She offered them another week of free work if she could finish up her classes. At the end of the course, gets whatever certificates/certifications she earned at the completion of the course. She starts her job full-time on Monday.
Over there, the biggest abusers of the system are the ones that get refugee status. The Poles, Russians, and Turks are generally the stereotypical ones. There was a Russian that used to come into a local gas station every day and cash his welfare check, buy a fifth of Vodka, down half of it right there, and walk out with his bottle and a pack of Lucky Strikes (they still sell them with filters over there).
So the abuse happens everywhere, but there seem to be more safeguards over there for the unemployment ends of things. Refugee welfare is a whole other thing...
Germany has a multi-party political system. For years, there has been a party that is similar to the Tea Party. There platform is basically less welfare, no support for non-citizens, etc... In a nutshell- get rid of the foreigners and spend the government money more wisely.
