Quote-Fuel Issue-starting Issue-Vac Issue-electrical Issue

Hi, I was just wondering if I could get a quick quote. I've got a real nasty fuel issue. I'm not getting enough fuel to the carbs. I've tried cleaning the carbs, bypassing the petcock, replacing all of the fuel lines, and still nothing, so, I give up on that.
Next-Something's up with my starter or something. I can't get the thing to turn over. When I press the start button, nothing happens. I'm going to buy a starter, and see if that fixes it. If not, then, I don't know what else to do.
Next-I've got a bunch of random vac lines that are unhooked all over the place. It's a mess. I've found the vac diagram, but, it makes no sense, and I'm not sure what to do as far as that go's.
Lastly-I've got a bunch of broken grounds and seperated clips, that have no match, so, any input there would be appreciated.

I know, I should probably just junk the bike and go on and get a new one, but, I really like the F2's, and with this being my first bike, and it being such a piece, I don't really care if I go down, because it looks like doo doo anyways.
The bike is a 1991 Honda CBR600F2. any help is appreciated, and if I can afford the quote price, I will drop the bike off to you guys.
